The Minnesota Funeral Directors Association's 7-hour Transfer Care Specialist (TCS) training program is required to register as a TCS with the Minnesota Department of Health (MDH).
What is a TCS?
A TCS is an individual registered with the MDH commissioner in accordance with section 149A.47 and is authorized to perform the removal of a dead human body from the place of death under the direct supervision of a licensed mortician. This law went into effect July 1, 2024.
A Minnesota licensed mortician, who is employed by a licensed funeral home, may supervise up to four (4) TCS at any one time. TCS registration fee is $226 per person for initial and renewal registration with MDH.
Once you become a registered TCS, you must complete three (3) hours of continuing education annually on content described in clauses (1) to (3) below and submit evidence of completion with the individual's registration renewal.
(1) ethical care and transportation procedures for a deceased person;
(2) health and safety concerns to the public and the individual performing the transfer of the deceased person, and the use of universal precautions and other reasonable precautions to minimize the risk for transmitting communicable diseases; and
(3) all relevant state and federal laws and regulations related to the transfer and transportation of deceased persons.
Kelley obtained her Bachelor of Science degree from the University of Minnesota Program of Mortuary Science in 2001 and is a Minnesota licensed Mortician. She worked in Minnesota’s capital city for a family-owned corporation for just over 11 years. She then transitioned her career to serving funeral directors that were caring for donors. Kelley advocated for funeral directors and offered on-site embalming and restoration assistance along with CEU educational opportunities. She worked at an organ procurement organization for 12 years. In the spring of 2020, Kelley became a Teaching Specialist with the program of Mortuary Science at the University of Minnesota. She instructs Pathology and Microbiology for Funeral Service; Restorative Art lecture and lab, Embalming lab; and Funeral Service Rites and Customs. Kelley became a Certified Funeral Service Practitioner in 2021 and continues to identify educational opportunities to enhance her practice and Mortuary Science students she is privileged to educate. In addition to instructing, she performs trade work, consulting, and offers professional education for funeral directors.
